1. Context and rationale
ATIC has a portfolio of projects in digital education, STEM, robotics, artificial intelligence, digital transformation, skills development and innovation. To sustain and expand this portfolio, ATIC requires a dedicated fundraising role focused on resource development and donor relations.
The Fundraising Manager will translate ATIC’s strategic priorities into fundable opportunities, strong project concepts, competitive applications and sustainable relationships with donors, partners and co-financiers.
2. Assignment objective
To increase the volume, quality and predictability of funding for ATIC projects through systematic opportunity management, application development, internal coordination and maintenance of a documented fundraising pipeline.
3. Scope of services
3.1. Funding opportunities and pipeline
• Identify and monitor grants, contracts, sponsorships, strategic partnerships and co-financing opportunities relevant to ATIC.
• Maintain a fundraising pipeline covering funder, theme, eligibility, indicative budget, deadline, strategic fit, partners, status and next step.
• Prepare opportunity-screening notes and go / no-go recommendations.
• Track fundraising calendars and flag critical deadlines early.
3.2. Concepts and applications
• Draft project concepts, expressions of interest, technical proposals and narrative sections of funding applications.
• Define the problem, objectives, target groups, activities, results, indicators, assumptions and risks.
• Prepare budget drafts and budget justifications together with finance and implementation teams.
• Coordinate inputs from colleagues, experts, partners and co-applicants.
• Check applications against funder guidelines, eligibility criteria and submission requirements.
3.3. Donor and partner relations
• Prepare meetings, calls and correspondence with donors, agencies, embassies, foundations, companies and institutional partners.
• Draft letters of intent, clarification responses, partnership profiles and fundraising presentations.
• Develop relationships with potential co-financiers, experts, delivery partners and multipliers.
• Document commitments, responsibilities and next steps after relevant interactions.
3.4. Institutional positioning and evidence base
• Maintain ATIC’s institutional profile, project descriptions, results, indicators, case studies and visibility materials.
• Verify figures and impact evidence before they are used in applications or presentations.
• Prepare one-pagers, capability statements, pitch decks and other fundraising materials.
4. Deliverables
• Fundraising opportunity pipeline and calendar — weekly updates and monthly consolidation; each active opportunity has a clear status and next step.
• Go / no-go screening notes — prepared for priority opportunities with eligibility, strategic fit, effort and recommendation.
• Project concepts and funding applications — complete drafts prepared according to the funder’s requirements and internal deadlines.
• Budget drafts and justifications — aligned with activities, results, indicators and implementation needs.
• Fundraising progress report — monthly summary of opportunities, submissions, results, risks, blockers and next actions.
• Institutional evidence base and fundraising materials — continuously maintained and ready for reuse.
5. Working arrangements and reporting
The Fundraising Manager reports to the Strategic Projects Director and works with ATIC management, project teams, finance, communications, experts and external partners.
• Weekly prioritization meeting or another agreed cadence.
• Monthly fundraising progress update.
• Immediate escalation of at-risk deadlines, eligibility concerns or missing documents.
• External communications and submissions are made only after approval by the authorized ATIC representative.
6. Performance indicators (KPIs)
• Pipeline — relevant opportunities identified and documented: target to be agreed monthly.
• Screening — priority opportunities assessed with a go / no-go recommendation before the internal deadline: 100%.
• Delivery — agreed fundraising deliverables submitted on time: at least 90%.
• Applications — applications and expressions of interest prepared for internal validation: target to be agreed quarterly.
• Relationships — follow-ups documented for priority contacts: 100%.
• Reporting — monthly fundraising update submitted and discussed: 100%.
7. Required profile
• Experience in fundraising, grant writing, project development, donor relations or project management.
• Strong writing and communication skills in Romanian and English.
• Ability to research, synthesize, verify information and follow detailed call requirements.
• Practical understanding of logframes, indicators, budgets and the project cycle.
• Strong organization, autonomy, attention to detail and ability to manage multiple deadlines.
• Integrity, discretion and confidence working with management and external partners.
8. Acceptance and evaluation criteria
• Deliverables are complete, coherent and aligned with the relevant funder requirements.
• Facts, figures and impact claims are supported by internal sources or clearly marked for validation.
• Internal deadlines allow sufficient time for review, approval and submission.
• Recommendations are decision-oriented and identify key risks, assumptions and next steps.
