BACKGROUND: The Moldovan Association of ICT Companies (ATIC) is a leading business organization representing over 90 companies and uniting more than 8,000 employees across the ICT sector.

Job Title: ATIC Junior Legal & Policy Specialist
ATIC is seeking a Junior Legal & Policy Specialist to contribute to the development of the ICT sector through legal and policy expertise. This role involves providing comprehensive legal support, including drafting and reviewing contracts, conducting legal research, and ensuring compliance with laws and regulations. The Specialist will assist in policy development by preparing position papers, policy briefs, and advocacy materials, while collaborating with stakeholders to align initiatives with organizational goals.
Key responsibilities also include engaging with the Lead policy managers, ATIC management and its members. The Junior Legal & Policy Specialist will be involved in ATIC projects, supporting the organization of workshops and training on legal and policy topics, and manage administrative tasks related to documentation and record-keeping.
A proactive mindset, strong organizational skills, interest to grow and develop are key. Knowledge of the ICT sector and prior experience will be considered a plus.
Key Responsibilities:
- Legal Support:
- Assist in drafting, reviewing, and editing contracts, agreements, and other legal documents before submission to the Management.
- Provide primary legal research and analysis on policies, regulations, and legislation relevant to the ICT sector.
- Support the organization in ensuring compliance with applicable laws and regulations.
- Policy Development and Advocacy:
- Assist in drafting position papers, policy briefs, and advocacy materials to address key issues in the ICT sector.
- Assist with the organization of meetings with the members to ensure proper engagement with all the members.
- Support the development of policy recommendations in collaboration with the ATIC committees and stakeholders led by the ATIC policy managers.
- Monitor and analyze regulatory changes, where applicable, and propose actions to align with the organization’s goals.
- Other tasks may be provided based on the context.
- Stakeholder Engagement:
- Coordinate and facilitate communication between ATIC members and policymakers.
- Project Support:
- Provide legal assistance in implementing ATIC projects, including those related to innovation, digitalization, and education.
- Assist in preparing reports and documentation for ongoing and upcoming projects.
- Ensure alignment of project activities with legal and regulatory frameworks.
- Workshops and Training:
- Support the organization of workshops and training sessions on legal and policy topics for ATIC members.
- Assist in preparing presentations and materials for events.
- Administrative Tasks:
- Maintain legal and policy documentation and ensure proper filing and record-keeping.
- Provide administrative support as needed for legal and policy-related activities.
Requirements:
- Education:
- Bachelor’s degree in Law (Master’s degree is an advantage).
- Experience:
- At least 1 year of experience in legal, policy, or advocacy roles (experience in the ICT sector is a plus).
- Familiarity with Moldovan legal and regulatory frameworks, especially those related to ICT, is highly desirable.
- Skills:
- Ability to grow as a strong legal researcher
- Excellent writing and analytical skills.
- Excellent communication and interpersonal abilities.
- Ability to work collaboratively with diverse stakeholders, including businesses, government bodies, and international organizations.
- Proficiency in English and Romanian (knowledge of Russian is an advantage).
- Strong organizational skills and attention to details.
